Ibanda District Local Government on Wednesday hosted a delegation from Oyam District for a one-day learning and benchmarking visit focused on improving service delivery and enhancing performance management systems.
The Oyam team, led by District Chairperson Dila Benson, District Speaker Hon. Nommy Otyeno, Chief Administrative Officer Fredrick Kitutu, and Resident District Commissioner Shilaku James, included political and technical leaders, highlighting the importance attached to the exchange.
Receiving the visitors, Ibanda leaders emphasized the value of inter-district collaboration in strengthening governance.
District Speaker Muhumuza Godwin said such engagements allow leaders to reflect, learn, and refine approaches to service delivery.
“We believe that learning from one another as districts strengthens the entire local government system. When we share experiences and best practices, we grow together and ultimately serve our people better,” Muhumuza said.
Vice Chairperson Elias Tumubwoine added that benchmarking visits foster transparency, accountability, and innovation in public administration.
On the technical side, senior officers, led by Principal Assistant Secretary and Clerk to Council Byaruhanga Sylas, guided discussions on council operations, financial management, and implementation of government programs.
During interactive sessions, the Oyam delegation expressed particular interest in Ibanda’s performance assessment framework and the synergy between political leaders and technical staff.
Finance Committee Chairperson Ms Atto Connie praised Ibanda’s teamwork and accountability culture as a model for Oyam.
“The culture of unity between political leaders and technical staff here in Ibanda is commendable. It is clear that this synergy is the engine driving your service delivery, and it is a model we look forward to replicating back home,” Atto said.
Oyam District Chairperson Dila Benson described the visit as timely and impactful.
“This benchmarking visit has been very useful, especially in strengthening our strategies for improving service delivery. We appreciate the warm reception by Ibanda leadership and the openness with which they have shared their experiences,” Benson said.
Both districts concluded the visit with a commitment to maintain continuous engagement and knowledge-sharing initiatives aimed at improving governance and delivering better services to their respective communities.
